Scottsdale is known for its luxury "Group Getaways," but the rules of the game just changed. As of February 19, 2026, the Arizona Legislature (HB 2429/SB 1076) shifted the focus from broad rental caps to surgical occupancy enforcement. The Rule: 2 Per Bedroom + 2
The new state-backed standard is simple but strict:
